CGTMSE Eligibility: Who Qualifies for the Guarantee and Who Does Not

Entrepreneur and banker checking CGTMSE eligibility documents

CGTMSE eligibility decides whether your lender can cover your loan with the Credit Guarantee Fund Trust for Micro and Small Enterprises. You do not apply to the trust yourself. Your bank or other lender applies for the guarantee, so you must meet its rules first. This guide lists the conditions a bank FAQ gives and flags what to confirm.

Start with the overview in our CGTMSE scheme guide and the explainer on collateral free loans. Estimate the fee with the CGTMSE fee calculator.

Quick answer: A UCO Bank FAQ page says the guarantee can cover new and existing micro and small enterprises in manufacturing or services, while it leaves out educational institutions, agriculture, self help groups and training institutions. It says the standard cover needs no collateral and no third-party guarantee, and that the guarantee cannot cover accounts already classified as NPA. That page was last updated on 21 December 2023, so confirm current terms with your lender and CGTMSE.

Key Takeaways

  • The lender applies for the guarantee; you must meet the eligibility rules first.
  • Micro and small enterprises in manufacturing and services are eligible, per the bank FAQ.
  • The FAQ excludes educational institutions, agriculture, SHGs and training institutions.
  • A third-party guarantee can make the loan ineligible, but a promoter’s personal guarantee is not treated as one.
  • The FAQ carries a December 2023 date, so verify limits and exclusions today.

CGTMSE Eligibility: Who Can Be Covered

PointAs listed on the bank FAQ page
Borrower typeNew and existing micro and small enterprises (MSEs)
ActivityManufacturing and service-sector MSEs under the MSMED Act, 2006
TransportSmall road and water transport loans qualify
FacilitiesTerm loan, working capital or both; fund-based and non-fund-based
Existing unitsCover on additional term loans or working capital renewals, if no collateral or third-party guarantee is taken
Who the FAQ says qualifies

If you are not sure whether your unit counts as micro or small, read what is MSME for the classification.

Who Is Not Eligible

  • Educational institutions and training institutions
  • Agriculture
  • Self help groups
  • Accounts already classified as NPA
  • Loans that carry a third-party guarantee outside the permitted structure

The same page also describes cover for service-sector MSEs “excluding retail trade”. Rules on trading units have changed over time, and the page carries an old date. Therefore, ask your lender in writing whether your retail or trading activity qualifies.

The Third-Party Guarantee Rule

This rule trips up many borrowers. The FAQ separates two kinds of personal promise.

Guarantee fromTreated as third-party?Effect on cover
Proprietor, partner or company directorNoCover can still apply
Spouse, friend or another outsiderYesLoan becomes ineligible
Collateral outside a hybrid structureTreated as securityCover can lapse if found later
How the FAQ describes the rule

In a hybrid structure, a lender may take collateral on part of the facility. The page says the guarantee can still cover the remaining part, up to the cover limit. Consequently, ask the bank which structure it plans to use.

Loan Size and Cover Limits

The bank FAQ lists a limit of ₹200 lakh per borrower, with CGTMSE’s maximum risk at ₹150 lakh, which is 75% of the amount in default. However, the CGTMSE fee page I used in our other guide lists fee slabs up to ₹10 crore, effective 1 April 2025. The two sources disagree on the ceiling, and the FAQ is older. Therefore, treat the ceiling as something to confirm. Our guide to the CGTMSE loan interest rate shows how the guarantee fee adds to your cost.

How to Check Your CGTMSE Eligibility

To test your CGTMSE eligibility, answer five questions before you visit the bank. Is the unit micro or small? Does it work in manufacturing or services? Is the account free of NPA status? Will anyone outside the business give a guarantee? Does the loan amount fit the lender’s cover limit? As a result, a clean set of answers makes the lender’s file faster.

Other Conditions to Know

  • The FAQ makes PAN mandatory for facilities above ₹5 lakh and recommends it for smaller loans.
  • Your lender, not you, files for the guarantee.
  • The FAQ quotes old interest ceilings, so ask for the current rate in writing.
  • The borrower may bear the annual guarantee fee, depending on the lender.

Steps to Apply for a Guaranteed Loan

  1. Confirm that your unit is a micro or small enterprise.
  2. Prepare a project report and bank statements; use the project report maker.
  3. Ask your lender whether it offers CGTMSE cover for your loan type.
  4. Submit the loan application and answer the credit appraisal.
  5. Confirm in writing that the bank will not ask for a third-party guarantee.
  6. Check the sanction letter for the cover, fee and who pays it.

Mistakes to Avoid

  • Asking a relative to guarantee the loan: a third-party guarantee can end the cover.
  • Assuming every business qualifies: the scheme excludes some sectors.
  • Relying on an old limit: confirm the current ceiling.
  • Applying with an NPA account: the guarantee cannot cover such accounts.
  • Ignoring the fee: compare total cost, not only the rate.
