CMEGP Maharashtra: Loan Limit, Subsidy Rates, Eligibility and How to Apply

Young entrepreneur in a small manufacturing workshop funded by CMEGP in Maharashtra

CMEGP is the Chief Minister Employment Generation Programme of Maharashtra. It helps young people start new micro enterprises with a bank loan and a state subsidy of 15% to 35% of the project cost. Manufacturing projects can cost up to ₹50 lakh, and the applicant brings only 5% to 10% of the cost. The Directorate of Industries runs it through District Industries Centres.

This guide explains the subsidy, eligibility, documents and the online process. Additionally, it compares the state scheme with the central PMEGP, so you can pick the better route for your project.

Quick answer: To get this loan, register on the official Maharashtra portal with Aadhaar, fill in your project details and submit a project report. The District Industries Centre scrutinises the file, a district task force approves it, and the bank sanctions the loan. You then complete training and deposit your share. The subsidy is 15% to 35%, depending on your category and area.

Key Takeaways

  • It is a Maharashtra state scheme for new micro enterprises; only new projects qualify.
  • Project cost limit: ₹50 lakh for manufacturing and about ₹10 lakh for service and agro-based units.
  • Subsidy: 15% to 25% for general applicants and 25% to 35% for special categories.
  • You need to be 18 to 45 years old, with a 5-year relaxation for special categories.
  • Applications are online only, and the subsidy sits in a three-year deposit before adjustment.

What Is CMEGP?

The name stands for Chief Minister Employment Generation Programme. Maharashtra launched it in 2019 to create self-employment and reduce migration. It works like the central PMEGP, but the state offers it to its own residents.

Banks sanction the loan, and the state provides the subsidy as margin money. As a result, you repay a smaller net loan. The scheme reserves 30% of its yearly target for women, 20% for SC and ST applicants and 3% for persons with disabilities.

CMEGP Subsidy Rates and Own Contribution

The subsidy depends on your category and where the unit stands. Rural units and special-category applicants get the highest rates.

CategoryOwn contributionSubsidy (urban)Subsidy (rural)
General10%15%25%
Special: SC, ST, women, ex-servicemen, persons with disabilities5%25%35%
Subsidy and own contribution by category

The bank finances the balance as a term loan, so it sanctions about 90% of the cost for general applicants and 95% for special categories.

Urban or rural: how it is decided

Village and small-town areas generally count as rural, while municipal corporation and industrial-estate areas generally count as urban. The classification affects your subsidy by ten percentage points, so check how your location is classified on the portal before you apply.

*Bank guidance lists ₹10 lakh for the service and agro-based sector, while some guides quote a higher limit. Confirm the current limit on the official portal before you prepare your project report.

CMEGP Eligibility

  • Age: 18 to 45 years; SC, ST, women, ex-servicemen and persons with disabilities get a five-year relaxation.
  • Education: 7th pass for projects above ₹10 lakh and 10th pass for projects above ₹25 lakh.

How to Apply for CMEGP: Step by Step

  1. Register on the official Maharashtra portal using your Aadhaar and mobile OTP.
  2. Fill in your personal, education, project and loan details.
  3. Upload the project report and documents within the file-size limits.
  4. Submit the application; physical applications are not accepted.
  5. A district-level scrutiny sub-committee checks the file and prepares an eligibility list.
  6. A district task force committee approves the list and forwards it to the bank.
  7. Your bank sanctions or rejects the loan, ideally within 90 days.
  8. Complete the Entrepreneurship Development Programme (EDP) training and deposit your own contribution.
  9. Finally, the bank releases the first instalment and claims the subsidy through the portal.

You can track the status on the portal with your application ID and registered mobile number. The application is free, and you never need an agent.

What Happens to the Subsidy After Sanction?

The subsidy is back-ended. The bank holds it as a Term Deposit Receipt (TDR) in your name for three years.

After three years, the bank adjusts the subsidy against your loan if the unit is running and the account is regular. Therefore, run the unit properly and repay on time. Use the PMEGP loan calculator to see a similar subsidy and EMI estimate, since the state scheme uses the same logic.

CMEGP Worked Example

Suppose a general-category applicant from a city sets up a ₹30 lakh manufacturing unit. The own share is 10%, and the subsidy is 15%.

ItemAmount
Project cost₹30,00,000
Own contribution (10%)₹3,00,000
Bank term loan (90%)₹27,00,000
Subsidy at 15%₹4,50,000
Effective loan after subsidy₹22,50,000
Approx. EMI on ₹22.5 lakh at 11% for 7 years₹38,525
Illustrative loan for a general-category urban unit

A woman entrepreneur setting up the same unit in a rural area would bring ₹1.5 lakh and receive a 35% subsidy of ₹10.5 lakh. Consequently, her effective loan would be far lower. Category and location therefore matter a great deal.

CMEGP vs PMEGP

Both schemes give a margin money subsidy to new units. However, the state version is for Maharashtra residents, while PMEGP is a national scheme run by KVIC. Read our full guide to the PMEGP loan for central rules.

Because the rules exclude earlier PMEGP beneficiaries, you cannot normally take both subsidies for the same unit. Compare the processing speed, bank options and your category, then choose one route.

Tips to Improve Your Application

  • Choose a project that matches your skills and your district’s demand.
  • Prepare realistic sales and cost figures; reviewers compare them with similar units.
  • Keep machinery quotations from genuine suppliers.
  • Arrange your own contribution before the committee meets.
  • Pick a bank branch near the unit, and meet the manager early.
  • Book EDP training as soon as the loan is sanctioned.

Weigh your plan against other funding routes too. Our guides on the startup loan for new business, the Mudra Loan Yojana and the CGTMSE scheme show alternatives for different loan sizes.

Common Reasons Applications Are Rejected

  • Existing unit: the application is for an expansion rather than a new unit.
  • Earlier subsidy: the applicant or family took PMEGP or a similar scheme benefit.
  • Age or education gap: the applicant does not meet the limit for the project size.
  • Weak project report: unrealistic figures or missing quotations.
  • Domicile proof missing: no valid Maharashtra residence document.
  • Poor credit record: the bank rejects the loan despite committee approval.
